All employees who work in Finland with a Finnish social security or taxation number and pay taxes to Finland, receive a Pre-Completed Tax Return with an Assessment Decision. A Pre-Completed Tax Return includes advance amounts that have been withheld on income during the tax year as instructed on a personal tax card for that year. A tax card only contains the estimated values of withholding, income, and deductions, so it is very likely that corrections have to be made.
Tax refunds are paid to everyone yearly in the end of a calendar year. The exact date depends on the year, but it is usually on the last week of November or the first week of December. Possible back taxes need to be paid in November, but always before the tax office pays out tax refunds.
